Two Cases, One Question: Who is Checking the Controls?
Ventura County Taxpayers Association — September 1, 2026

The Ventura County Taxpayers Association reviews internal-control oversight at the county’s Health Care Agency (HCA) and Ventura County Medical System (VCMS) following felony conflict-of-interest charges filed against a former HCA compliance officer. Noting that no internal-control audit of HCA or VCMS has been performed in eight years, VCTA renews its call for an independent internal-control audit with findings made public.

Of interest to chapter members for its discussion of how an internal-control audit differs from a financial statement audit, and why controls need to be tested rather than assumed. Shared with the chapter by Rick Heldwein, CPA, CFE, CGMA.
